The fifth annual First Niagara Rochester Fringe Festival kicks off Sept. 15, with more than 500 eclectic performances and displays planned through Sept. 24 in downtown Rochester. A number of them will feature students, faculty, staff and Osher members from Rochester Institute of Technology, a founding higher educational sponsor of the community collaborative event.
